Correctional Treatment Facility (CTF) Program Overview

The Correctional Treatment Facility (CTF) is a Community-Based Correctional Facility (CBCF) offering rehabilitative treatment for felony offenders with sentences of up to six months. CTF holds certification from the American Corrections Association (ACA) and the Ohio Department of Mental Health and Addiction Services, providing accredited services including General Services, Crisis Intervention, and Substance Use Disorder (SUD) Case Management.

Program Features

CTF uses a cognitive-behavioral approach to address criminal thinking and behaviors that contribute to incarceration. The program provides a variety of evidence-based therapies, including chemical dependency treatment, anger management, “Thinking for a Change,” and grief and loss counseling, alongside educational and vocational opportunities. Through cognitive-behavioral curricula, residents are encouraged to explore alternative behaviors and manage personal challenges while being held accountable for their actions and decisions. Specialized groups such as AA, NA, Nutrition, and NAMI services are also included. The program’s interactive and integrative approach ensures that information is delivered through multiple channels, helping residents internalize the tools and skills needed to build a more positive, healthy, and productive life.

The CTF program provides residents with the opportunity to break harmful patterns and adopt healthier, more constructive lifestyles. As a State Prison diversion program, CTF aims to lower recidivism rates by equipping individuals with the resources they need to make lasting changes and reintegrate successfully into the community.

Population Served

Eligible participants are court-ordered to CTF and meet specific criteria outlined in the Resident Profile. The program serves adult men and women who may not have substance use issues but require support in addressing criminal thinking patterns, attitudes, values, and beliefs. Residents include individuals referred by Common Pleas Courts, surrounding county courts, and local municipal courts (for misdemeanor offenders) and those on Pre-Trial status or referred by the Adult Parole Authority.

This program is committed to fostering positive transformation helping residents build skills that support a successful reentry into society.


Correctional Treatment Facility (CTF)– The Work Release Program

The Work Release Program is a community-based correctional program operated by CTF that is offered for misdemeanor and felony offenders, including pretrial and post-conviction defendants, for a length of stay that is determined by the courts of Lucas County Common Pleas and the Municipal Courts within Lucas County, Ohio. These individuals are released from the facility for employment, search for employment, or treatment purposes and return each day. Each client wears a Global Positioning System (GPS) for the duration of their stay to track daily movement throughout the community, which assists with the safety and security of the public.

Features

Each resident is assigned a Case Manager who helps develop their schedule and connect them with essential resources tailored to their re-entry needs, including any social services the individual may require. Case managers help residents stay compliant with court referrals and recommendations, as well as community control conditions. Residents can attend 12-step meetings within the facility when they are held and GED testing when their schedule allows. Residents can be assisted by their case manager with housing options upon the end of their sanction within the community.

Benefits

Residents can gain/maintain employment or have the required movement to meet their outside treatment needs while serving a community control sanction. Residents are held accountable for their basic housing needs and responsibilities, like paying rent,  and are required to follow the rules of the facility. Eligible residents may earn good days to be released early. Community Service options are available for the resident to complete if their schedule permits.
