Program Overview
- CDTU conducts forensic substance use testing for prevention and detection of substance use to aid in early intervention and treatment
- Substance use testing services are performed for Lucas County Court of Common Pleas and multiple other area courts and agencies.
- Common substances tested include Amphetamine, Cannabinoid, Fentanyl, Oxycodone, Barbiturate, Cocaine, Heroin, Benzodiazepine, Ethyl Alcohol, Opiate, Buprenorphine, and Methadone
Color Line
Clients on supervision with Lucas County Adult Probation and Lucas County Pretrial Services are assigned a color corresponding to how long the client has been on supervision and substance use testing results. Colors are randomly selected and announced on the color line. Clients shall call the color line daily to determine if their assigned color has been called and are then required to report to CDTU for testing. Saturday testing is performed at 1100 Jefferson Avenue. Notification is sent to the supervising officer if the client fails to report for testing. Supervising officers may require their clients to submit to substance use testing on a day other than when their color is called.

Collection and Testing
- CDTU operates its own laboratory using a clinical chemistry system and immunoassay technology to screen for substance use via urinalysis. Only CDTU staff who have successfully completed manufacturer’s certification can operate and maintain the analyzer. Urine specimens undergo qualitative testing, using spectrophotometric technology. Urine specimen results are considered presumptive.
- Clients must undergo screening upon entering the facility and follow all instructions given.
- All clients must bring a valid photo identification card or a current photo on file with their supervising officer (Pretrial and Lucas County Adult Probation). Clients must also know the name of their supervising officer and the agency for whom they are submitting to substance use testing.
- Urinalysis collection is observed in person by same gender staff.
- Sweat patch and mouth swab (saliva) testing are performed on a more limited basis at CDTU and other locations of the Common Pleas Court.
- All collected samples are secured in front of the client.
- Urine test results are typically available the next business day. Mouth swab test results normally are available in 2-3 days. Sweat patch results are available within 7-10 days.
- If a client wishes to dispute a positive result, s/he must notify the supervising officer within 30 days of the sample being collected and pay a fee. CDTU sends the sample to another laboratory for confirmation testing (urinalysis) or retesting (mouth swab). Confirmation testing results are received within two weeks. The client shall be refunded the fee if the confirmation testing returns a negative result. Sweat patch results are unable to be disputed.
**Any attempts to tamper with a urine sample, mouth swab or sweat patch will be documented by CDTU staff and reported to the supervising officer, Judge or agency who referred the client for substance use testing.**
Fees
Clients shall pay a fee for substance use testing as indicated by their supervising officer or agency that referred them for testing. Fee amounts vary by testing method. Fees for defendants submitting to testing for a case in the Common Pleas Court are to be paid at the Lucas County Clerk of Courts. Fees for clients who are submitting to testing for any other agency or court are to be paid at CDTU at the time the testing is performed. Forms of payment are debit or credit card.
