Appointed Counsel
Indigent Defendants are provided appointed counsel in criminal cases. A person is eligible for appointed counsel based on the Indigent Eligibility Guidelines.
Lucas County follows the Standards and Guidelines for Appointed Counsel Reimbursement set forth by the Office of the Ohio Public Defender and the Resolution adopted by the Lucas County Board of County Commissioners.

Application for Appointment
Attorneys interested in being appointed counsel in Lucas County must complete the application and submit it to the Court Administration Office. The attorney is responsible for updating their application if their eligibility changes.

Reimbursement for Appointment
The Ohio Public Defender’s Office now utilizes an online portal for all Attorney Fee and Expert Witness Fee reimbursement submissions. All attorneys seeking reimbursement for appointed counsel services must register an account and submit all billing through the portal. Paper submissions will no longer be accepted.
It may take up to 10 days for the account to be created.
